Here's how:
1) Right-click and save the Smiley image to your desktop.
2) Upload the image to your Facebook photos.
3) Choose the "Tag This Photo" option to the right, place the square over the Smiley that applies and click.
4) Type in the friend that is best described by that Smiley, then click "Done Tagging".
